Underground vs. surface
The town of Shiveria is underground with warm lights and Shiverian NPCs. The surface is a storm of white with icy walls.

Don't confuse it with
Mount Volbono is never snowy and Bowser's Kingdom is never white — if you see snow, it is almost always Snow Kingdom.
